One of the most important bureaucratic processes faced by those who want to build is obtaining a building permit. With our experience in managing license processes in Ortaca, Turkish Riviera Municipality and throughout Muğla Province, Southwest Turkey for years, we have prepared an updated building permit guide for 2026.

What is a Building Permit and Why is it Necessary?

A building permit is an official permit obtained from the municipality to build a building on a land or parcel. Constructions carried out without a license are considered illegal construction and may be subject to sanctions such as demolition orders and fines of up to 500,000 TL in 2026. Inspections against unlicensed construction have been tightened in Ortaca, Turkish Riviera and Dalyan, Mediterranean Turkey regions, especially in protected areas and conservation areas.

Step 1: Obtaining a Zoning Status Certificate

First, you must find out the zoning status of your land. Apply to Ortaca, Turkish Riviera Municipality Zoning and Urbanization Directorate and request a zoning status certificate. In 2026, the zoning status certificate fee is between 1,500-3,000 TL, and the processing time is 5-10 business days. This document shows you what type of building (residential, commercial, etc.), how many floors, how much construction area (TAKS/KAKS) and drawing distances on your land. For detailed information about zoning status inquiry, you can read our relevant article.

Step 2: Soil Investigation Report

Geological and geotechnical survey report is mandatory for the foundation design of your structure. Since Muğla Province, Southwest Turkey is a 1st degree earthquake zone, ground survey is of critical importance. Authorized ground survey companies determine the bearing capacity of the ground, underground water level and liquefaction risk by drilling. In 2026, the cost of ground survey is 15,000-30,000 TL for housing, the duration is 10-15 working days.

Step 3: Architectural and Engineering Projects

Projects that must be prepared in accordance with the zoning status: Architectural project, static (reinforced concrete/steel) project, electrical installation project, mechanical installation project, landscaping project (if necessary). Project costs in 2026: Total project cost for a 150 m² villa is 80,000-150,000 TL. Projects must be drawn and signed by authorized architects and engineers and registered with the professional chamber. Step 5: Building Inspection Contract

Building inspection is mandatory for all buildings in Türkiye. The building inspection company checks whether the construction is carried out in accordance with the project. In 2026, the building inspection fee will be 180-250 TL per m². You should work with authorized building inspection companies operating in Ortaca, Turkish Riviera. Check references when choosing a building inspection company.

Step 6: Construction Process and Progress Payments

Once the permit is obtained, construction can begin. During construction, the building inspection company carries out gradual checks: Foundation visa, sub-basement visa, rough construction visa, roof visa, finishing works control. A progress payment report is prepared at each stage. License period is 5 years; If it is not completed within this period, the license renewal is required.

Step 7: Settlement (Building Permit Certificate)

After construction is completed, an occupancy certificate must be obtained from the municipality. Documents required for settlement: Building inspection work completion certificate, SSI unrelated certificate, tax unrelated certificate, energy identity certificate, technical infrastructure connection documents. In 2026, the settlement fee is 50-100 TL per m², the duration is 15-30 working days. Official electricity and water subscription cannot be opened in buildings that do not have an occupancy certificate.
